Admission to area within third transport ring

ADMISSION TO AREA WITHIN THIRD TRANSPORT RING AND ADMISSION OF NON-RESIDENT VEHICLES

Dear exhibitors,

Please note that Expocentre Fairgrounds is situated in the area within the Third Transport Ring, where access is restricted to the vehicles with maximum carrying capacity of 1 tonne.
The admission to this area is by special passes only.

The passes to the restricted traffic area can be:
– permanent, for a maximum period of 1 year;
– one-entry, valid for 24 hours.

The passes are issued by the Control and Authorization Unit of the State Traffic Safety Inspectorate Department of the Moscow Central Internal Affairs Directorate (further referred to as KRO UGIBDD GUVD Moscow):

The night passes, valid between 22.00 and 7.00, are issued by the Road Patrol Regiment's Company of the State Traffic Safety Inspectorate of the Moscow Central Administrative District Internal Affairs Directorate (further referred to as DPS Regiment's Company GIBDD UVD TsAO Moscow):

The passes are issued free of charge.
One pass may include up to 5 vehicles.

To obtain permanent or one-entry passes, the following documents shall be submitted to the KRO UGIBDD GUVD Moscow:
  • The Application Form showing the name and address of the freight-forwarder, type of the cargo, delivery route, delivery date and time;
  • Registration documents for the vehicle and the trailer (Vehicle Registration Document, the original and a copy);
  • The document confirming the necessity of admission: the Contract for participation in the exhibition showing the dates and the venue of the event (the original and a copy);
  • Entrepreneur State Registration Certificate (for individuals);
  • The Power of Attorney to apply for and get passes at the State Traffic Safety Inspectorate;
  • Expired Passes ( if any have been issued);
  • Vehicle Registration Document, confirming Euro 2 or better emission class (the original and a copy);
  • Full information about the company–applicant;
  • The contract for carriage of goods (mandatory), in case the vehicle does not belong to the company-applicant;
  • Consignment documents, CMR, showing the weight and volume of the cargo; The KRO UGBDD GUVD Moscow has the right to request additional documents: confirmation of availability of the off-road parking space for cargo loading/unloading, towing characteristics of the vehicle, minimum turning radius with load, number and layout of axles, axle load distribution, gross weight, dimensions and speed.

The night passes are obtainable from the DPS Regiment's Company GIBDD UVD TsAO Moscow on presentation of the following documents:

  • A letter showing the information about the applicant, as well as the brand, registration number and emission class of the vehicle;
  • The Power of Attorney for obtaining passes (for legal entities);
  • A set of vehicle documents (originals and copies): Vehicles Registration Document, confirming Euro 2 or better emission class, registration certificate, test certificate, third-party motor insurance certificate;
  • Documents confirming the emission class of the vehicle: Vehicle Registration Document showing the emission class or the Emission Certificate (originals and copies);

In some cases the GIBDD Department UVD TsAO Moscow has the right to request additional documents.

The pendency time for the submitted documents is 5 days. Night and one-entry passes are issued on the day of application.

IMPORTANT:
The passes are obtainable on presentation of the collector’s identity document.

Photocopying of passes is prohibited.

The inspection is carried out by the inspectors of the Traffic Control Service of Moscow and local police inspectors.

Responsibility for the violation of the access regime

In compliance with the RF Code of Administrative Offences, the vehicles entering a restricted traffic area without passes will be given administrative penalties for the failure to meet the requirements of the road signs prohibiting admission to this area (road signs 3.1 ‘Stop’ and 3.4 ‘No goods vehicles over maximum gross weight shown’).
